birth mark?

Hi guys. Today Liv was running around during playtime and I noticed what looks like a birth mark on his cone. Its slightly towards the tip, not really the base. Its brownish in color. I touched it and its completely flat, doesn't feel raised at all. My boyfriend said he's noticed it before but thought it was a birthmark. is this normal?
