I rescued a male chin from a friend

This poor guy did something to his privates and his thing is dragging on the ground he is oviously stressed because he chewed the hair off his legs and ha chin is soaked and matted my question is should I have him put down or is it a possibility a vet could help?

Did you check for a hair ring.... you need to take him to a vet he is obviously suffering

could be a hair ring or a prolapsed penis . both are treatable . there is a thread about it in the health section on this forum called serious penis problem . I think maybe you could got read that and get better answers . A visit to the vet might be in order.
