Chinchilla runt?

One of my chinchillas is very small and skinny even though he eats so so much. He also drinks a hell of a lot so I know he has a healthy appetite. His eyes are pretty small and his head is skinny. He is 9 months old, I was wondering if he may be a runt!
Do any of you think he could be a runt? I got him from a pet shop so I don't know the breeder to ask them

How much does it weigh? What color? What exactly do you mean by skinny?

How small is small? Can you weigh him? What are you feeding? Runs usually don't affect adult size. Stunted growth due to poor diet and bad genetics.
