Dry skin on ears?

hello!
 My chinchilla, Rocco, has almost scaly skin on his ears. Is this normal and if not what can I do to get rid of it? it doesn't seem to bother him. My other chinchilla, Juniper, has never had this so im not quite sure if this is normal. Feed back would be appreciated!

Both chins I've had exhibited something like this but not as severe. Dust only every other day for about 10 minutes at a time and do not use paper based bedding, If your pet scratches it raw see a vet otherwise it is probably harmless.
