Take him to a veterinarian immediately!  If he is in that bad shape he needs medical attention.

Are you saying he was dead from the heat?  Do you have other chins??  Definitely put in an Air Conditioner as fast as you can.  Right in their room.  Or put their cages in the basement.  This is what I used to do when summer weather hit.

I'm getting he's half dead from the heat.
Is he limp in his cage?
Cool him asap, hold him over an open deep freeze or freezer of your fridge.
Wave the door if you have to to get him breathing in the cool air.
Get a cool damp cloth and wipe his feet and ears, and keep him with you until he's back to normal.
Many go into shock and die I'm afraid.
