You can also give a chinchilla a Tums chewable (for children)! I would only recommend a half of one tablet at first though!

What type of dust bath are you using? I have heard that some dusts are thicker than others and can cause the eye infections because they have more grit than dust. I personally use the Blue Cloud dust, I like it because it is so fine and non-grainy.

What type of food are you feeding him? Do you keep hay (loose and cubed) in there with him all the time? I keep mine on a schedule for feeding as well. Chinchillas LOVE routine. I feed mine 2 tablespoons of Mazuri Pellets twice a day. Once in the early morning and once in the late afternoon (their wake up time). I keep loose fresh hay in their cages all the time, any time I see it getting low, I add more. I also keep the cubed hay and give them each a half cube per day. The two kinds of hay ensure your chinchilla is wearing down his teeth properly and preventing a tooth problem later on. The loose hay (I believe) allows the chin to wear down both back and front teeth, where the cube hay only wears down the front. (Don't hold me to that, I may have it backwards!) But the point is that to keep both available all the time should be enough to allow him to eat as much as he needs to without you worrying about him gaining or losing weight.
It is also a good idea to weigh your chinchilla about once a week or every two weeks and keep a record of it. That way you can detect any extreme change immediately and possibly be more helpful to him if something is wrong. :)

I have seen in the stores, elastic binders that go on bed sheets (the fitted ones) that are supposed to keep it taunt at night for those who toss and turn and crumple the sheets. Maybe something like that would be good? If the clips and connectors were metal and not plastic?

Everything with a chinchilla is about Trust. I would just start by getting him to hop in your hands while he is in his cage. During treat time, keep the treat in your hands and stay very still. He will come for the treat and when he takes it, don't move! Just let him see that you are not trying to bait him and catch him like prey. A chinchilla is a prey animal so instinctively will try to get away from whatever he views as a threat or something that might eat him (even though you aren't! They don't know that right away!) Continue to do this with him everyday. Eventually he will begin to hop in your hand on his own and when he does, you know your bonding with him has taken a step forward. As long as you continue to build his trust in you, he will respond to you much more willingly.
I have one that all I have to do is cup my hands on the floor and he comes running and hops in my hands because he knows playtime is over and will possibly get a treat for going back in his cage with no issues. :)
