Do they need whole gain suppliments? Or is the pellets, hay and water enough?

Thanks, I'm worried about my chin.

Chins do not need supplements or treats, especially when they are 3 months old.  Remove the pellets and feed copious amounts of hay with fresh water (nothing else) for a few days until the problem is better.  If the problem does not improve you need to take the chin to a vet.

Silent Auction Rules:
Owner puts his bottom dollar on any animals he wishes to sell.
Cards will be kept on the awards or registration table stating the price.
Anyone interested in buying an animal may then raise this price and identify the bid with their name.
Then anyone else interested may raise the bid etc...
A bidder can raise the bid even though he has previously bid on the animal.
The owner may not raise his original bottom dollar price, and can not bid on his own animals.
Chinchillas must be priced before the show begins 10.30 am.
The bidding may begin anytime thereafter and will continue until 30 minutes after the end of the shows, at which time bidding will cease.
The high bid buys the animal.
TEN PERCENT OF THE PURCHASE PRICE OF ALL CHINCHILLAS SOLD REMAIN
 WITH THE HEARTLAND CHINCHILLA GROUP TO HELP FUND FUTURE EVENTS.

  Empress Quality Animal Registry:
Any animal judged as a first place or better may be registered through the Empress Quality Animal Registry for $5.00.
Upon registration, the animal will be tagged with a special Empress issued ear tag.
A certificate is completed and sent to the ECBC National office for recording and application of the seal,
and then returned to the owner of the animal.
When/if the animal is sold, the new owner may transfer the registration to his name
by paying the transfer/recording fee of $15, to the ECBC National Office.
Anyone wishing to register an animal must be an Empress member.

You are doing all that can be done to encourage the chin to pee in the litter box.  You might want to try putting the litter box in a location where she pees.

is it okay to let the male in the cage with more than one female?  and for how long should i leave him in there? ::shrug::

Normally a male is placed in a cage with females in order for them to breed.  Males need to stay with the females all the time unless one female has kits.  Be very careful if you intend to put a male into a cage with other chins.  They will often fight without a proper introduction.  Fighting can result in bad injuries or death.

As far as the biting goes, both of mine will never hurt me, they just put their teeth around my finger as a warning, and it's enough to know I'm doing something they don't like. Chong, even after a year still does not like me touching me and will 'bite' me every time I try to tickle him. Cheech loves all attention so I know something is different if I can't tickle her tummy. :)

Blowing has no affect at all,

I agree with Jenova about "listening" to whether your chin wants you to do something or not.  Personally I rarely weigh pregnant girls.  If a pregnant female indicates to me she doesn't like something then I don't do it unless it is needed for her health.  I find that this type of communication results in moms allowing me to help them if it is needed and that they willingly allow me access to their kits.
