We use fleece in all permanent cages and ours are not litterbox trained.  They mostly pee in one spot but usually there is some pee in various areas.  Not a big deal.  The fleece wicks the moisture down from the top and it dries quickly.  Chins don't get dirty and we wash it once or twice a week.  You can add a cotton layer under the fleece if you need it to absorb more liquid.  We just laid cheap towels under the fleece for guinea pigs.

I like pine pellets for absorbent bedding but it can be hard for the animal if it's spending lots of time on the bottom of the cage.  Right now we have some wood eating beetles that came in on a bag of shavings so we can't use any wood.  We are using carefresh or knockoffs of carefresh in cages that don't have fleece.
