My chinchilla has mats on his back, and yes i regularly give him dust baths. So I'm not sure why they are there. How do i get rid of them?

How long has he had that? This is often a sign of drooling. If you can verify this you should have him examined by a vet ASAP to get a diagnosis. Depending on the cause it could be minor or it could be very serious.
You can try to comb it out with a fine comb. If it's really bad you can take him to the vet and have them use electric clippers.
