Snickerdoodle is always chewing at his hands lately. Could they have a  fungus or just be dry?

Does the skin look dry or flaky? Fungus usually makes the skin appear reddened. Same thing with something it could be allergic to. Also have you introduced anything new into his diet when this started happening?
Also are you sure he is chewing on its hands and not that he is not pawing and digging in his mouth?

I do know recently there was a chinchilla on this board that was having a mysterious skin problem where it chewed its back feet raw to the point where it needed emergency treatment. There was speculation it was caused by coming into contact with its urine. The problem subsided when steps were taken to encourage it to urinate in one spot and give it access to pine bedding to rest on.
